The picture changes sharply just a few miles away. Office properties across the region are struggling with a vacancy rate that has climbed to 22 percent. For buyers, the split means little relief in sought-after neighborhoods. For sellers of commercial buildings, it means a long wait for a rebound that has yet to arrive.
